Technology Business Management Discipline Named As Top Priority By US CIO Council

TBM Council

The TBM Council, a nonprofit organization dedicated to developing and promoting best practices for managing IT like a business, is proud to have its core methodology named as a top priority for US federal IT leaders by the CIO Council.

This endorsement comes on the heels of a record year of growth. In the last year, the TBM Council increased its membership base significantly, growing more than 45% to include 4,500 innovative individuals in IT and Finance. The Council also made significant advancements against its standardization and education mandates while welcoming five new board members and several new strategic alliances. This incredible momentum was capped off by the kickoff of the fifth-annual TBM Conference in Las Vegas.

“This has been a monumental year for the TBM Council,” said Chris Pick, President of the TBM Council. “Between the commitments from the public sector to our growing board and the exponential adoption of our executive certification, this year’s accomplishments have really cemented the power of the movement we started with TBM to make it an industry-wide discipline.”

US Federal Government Adoption
After speaking to more than 200 public sector IT leaders at the White House TBM Summit in late July, the Federal CIO Council, the General Services Administration (GSA) and the Office of the Federal CIO (OFCIO) have committed to guiding agency-wide adoption of TBM as a top priority.

Additionally, following the IT Cost Commission recommendations from July 2016, the US Office of Management and Budget is set to issue guidance (Circular A-11) for the Capital Planning and Investment Control (CPIC) process with requirements for reporting budget submissions by TBM Taxonomy cost pools and towers. These submissions will span Mission Delivery, Administrative & Support Services, Infrastructure and Security Management, which is driving significant interest in TBM across the board.

The Department of Justice’s Executive Office for Immigration Review (EOIR) and the US Environmental Protection Agency (EPA) have recently issued their own TBM case studies. Earlier this year, the State of Washington issued a TBM case study with best practices for federal adoption.

Board of Directors
In the past year, the TBM Council has appointed the following individuals to its board of directors:

  • Bhushan Ivaturi, Vice President and Chief Information Officer of Maersk Oil & Gas
  • Julia Davis, Chief Information Officer of Aflac
  • Rhonda Gass, Chief Information Officer of Stanley Black and Decker
  • Trevor Schulze, Vice President of Information Technology and Chief Information Officer at Micron Technology
  • Carman Wenkoff, Executive Vice President and Chief Information Officer at Dollar General

Additionally, TBM Council chair Mike Brown has agreed to extend his leadership role and has signed on for another term.

Standardization and Certification
Since its inception at last year’s TBM Conference, the TBM Council has trained more than 540 executives from private companies such as AOL, Farmers Insurance, FedEx, HP Enterprise and Nike, and public sector agencies including the Department of State, Department of Commerce, Department of the Interior and United States Department of Agriculture through its first-ever TBM certification program.

The TBM Executive Foundation course is specifically tailored for senior IT, finance, or other business professionals who need to demonstrate a basic understanding of the TBM framework. Due to high demand, the TBM Council is also releasing a Masters Certification Program for professionals who have received the TBM executive certification and who are looking to further develop their TBM knowledge.

Since the release of TBM Taxonomy 2.0 in November 2016, the industry’s first standard for defining the cost, quality and value for delivering IT products, the Standards Committee has broadened its work by establishing four subcommittees, which are continuing to evolve the TBM Taxonomy. Their collaboration focus includes:

  • Business value metrics to help CIOs better measure, improve and communicate IT’s contribution to business outcomes.
  • Best practices for TBM adoption to help CIOs and IT leaders get a fast start with TBM by harnessing the lessons learned, roadmaps and tools that others have contributed to the community.
  • Public Cloud adoption strategies for both financial and non-financial challenges such as risks, accountability, economics and contract terms and conditions.

Strategic Partnerships
The TBM Council recently entered into partnerships with Business Relationship Management (BRM) Institute and CxONExUS to bolster research and collaboration. The TBM Council and BRM Institute will pursue projects and events designed to uplift knowledge of both disciplines. The partnership with CxONExUS will allow the TBM Council to deliver a peer-based research platform for joint members.

The TBM Council will also be announcing worldwide premium and corporate memberships. For more information on how to become a member, please visit: www.tbmcouncil.org/join
